Applications are being accepted for the position of Director of Purchasing for Mesa Unified School District. The Director of Purchasing reports directly to the Assistant Superintendent of Business and Support Services. Position available after selection and processing. The salary range for this 12 month position is approximately $62,447.00 - $81,923.00 depending on education, preparation and like experience.

 

Responsibilities and Duties:

  • Direct and coordinate the activities related to procurement and contract management.
  • Direct and coordinate the activities related to property managemetn and materials management and distribution.
  • Ensure adherence to all federal, state and district procurement policies, procedures and certification requirements.
  • Plan and implement a sound and coordinated procurement and contract management program.
  • Perform procurement duties for any commodity as needed.
  • Oversee personnel processes including the hiring, training, and evaluation of all Purchasing department staff.
  • Serve as liaison between the district, state and federal officials charged with administration of purchasing and contracting processes to exchange information and to ensure compliance with procurement laws.
  • Prepare administrative reports and justifications as required by the Assistant Superintendent for Business and Support Services and the Governing Board.
  • Support professional development opportunities for staff.

 

 

Qualifications:

  • Bachelor’s Degree preferred and a minimum of 3-5 years experience in public school district procurement management. Considerable years of relevant experience may be considered in lieu of a degree.
  • Certification from the Universal Public Purchasing Council as a Certified Public Purchasing Buyer (CPPB) or from the Institute for Supply Management as an Accredited Purchasing Practioner (APP) or the Certified Purchasing Manager (CPM) is highly desired.
  • Knowledge of business and management principles as related to public school district procurement management with an emphasis on strategic planning, resource allocation and fiscal management.
  • Ability to motivate, develop, train, evaluate and direct employees.
  • Ability to develop and to build a cooperative work team environment involving geographically separate work facilities.
  • Working knowledge of a computerized procurement system.
  • Significant communication skills, both verbal and written, to provide information and to resolve conflicts.
  • Knowledge of laws, procedures and practices as related to the acquisition of equipment, supplies, services, and commodities for a government agency (preferably public school district).

Essential Duties:

  • Student Conduct:Works closely with programs by providing student discipline, following due process policies and procedures of the District and the Arizona Department of Education (ADE). General Description:
Under the direction of the Assistant Superintendent for Financial Services, and in accordance with the policies, rules and regulations established by the Governing Board, the Director of Business Services is responsible for overseeing the District’s business and financial functions.
 

  • Essential Duties and Responsibilities:
  • Keeps current with changes in accounting practices and policies and ensure that accounting procedures within the District meet ALL federal, state, local, and regulatory requirements.
  • Develops and maintains District financial reports, including but not limited to periodic and timely fiscal reports to the Arizona Department of Education, AZ Auditor General, Governing Board and School Administrators.
  • Oversees the proper and timely recording of all revenues, reconciles cash accounts monthly, and invests excess funds in accordance with Board policy and state statutes.
  • Responsible for the overall planning, preparation, monitoring and administering the District annual Operating Budget and the 5 Year Capital Budget.
  • Ensures that all student activity accounts operate in accordance with Board policy and state statues.
  • Ensures that the Proposition 301 funds are recorded and disbursed according to statue.
  • Ensures that the District payroll system meets all federal, state and local requirements.
  • Responsible for the purchase, warehouse, inventory of District assets including supplies, materials and fixed assets.
  • Supervises the preparation of bids, and bid specifications and receive and open bids; tabulates results and prepares written recommendations in conformity with statutes.
  • Consults and coordinates with architects, engineers and contractors regarding the District’s facilities program.
  • Coordinates and manages external audits; performs a variety of internal fiscal audits, and implements corrective measures to address audit issues.
  • Directs, trains, supervises and evaluates the performance of purchasing, accounting, payroll, budget, material center (warehouse) and information systems personnel and assists them in meeting their career goals.
  • Develops training systems and conducts employee and management training to ensure adoption of business best practices and exemplary business operations.
  • Attends Governing Board meetings, Bond Oversight Committee meetings and other citizen’s related meetings as directed.
  • Performs such other duties as assigned by the Assistant Superintendent.


Minimum Qualifications:
Bachelor’s Degree in Finance, Accounting or related fields and two years increasingly responsible experience in manager/director level position; or an equivalent combination of education and experience sufficient to successfully perform the essential duties listed above.

  • Thorough understanding of AZ ARS Title 15, USFR, AAC Title 7, GASB and GAAP;
